White House Announces Creation of AI and Quantum Research Institutes

The White House today detailed the establishment of 12 new research institutes focused on AI and quantum information science. Agencies including the National Science Foundation (NSF), U.S. Department of Homeland Security, and U.S. Department of Energy (DOE) have committed to investing tens of millions of dollars in centers intended to serve as nodes for AI and quantum computing study. From a report: Laments over the AI talent shortage in the U.S. have become a familiar refrain. While higher education enrollment in AI-relevant fields like computer science has risen rapidly in recent years, few colleges have been able to meet student demand, due to a lack of staffing. In June, the Trump administration imposed a ban on U.S. entry for workers on certain visas -- including for high-skilled H-1B visa holders, an estimated 35% of whom have an AI-related degree -- through the end of the year. And Trump has toyed with the idea of suspending the Optional Practical Training program, which allows international students to work for up to three years in the U.S. after they graduate. This week's announcement might be perceived as an effort to shift attention from immigration toward domestic progress. However, it should be noted that $1 billion falls on the conservative side of the AI investment spectrum. When U.S. Chief Technology Officer Michael Kratsios revealed last September that U.S. government agencies requested nearly $1 billion in nondefense AI research spending for the fiscal year ending in September 2020, representatives from Intel, Nvidia, and IEEE said the U.S. would need to set aside more for AI R&D.

Bird Deaths Down 70 Percent After Painting Wind Turbine Blades

An anonymous reader quotes a report from Ars Technica: Something as simple as black paint could be the key to reducing the number of birds that are killed each year by wind turbines. According to a study conducted at a wind farm on the Norwegian archipelago of Smola, changing the color of a single blade on a turbine from white to black resulted in a 70-percent drop in the number of bird deaths. Previous laboratory studies have suggested that birds may not be very good at seeing obstructions while they're flying, and adding visual cues like different colored fan blades can increase birds' chances of spotting a rapidly rotating fan. At the Smola wind farm, regular checks of four particular wind turbines -- each 70m tall with three 40m-long blades -- found six white-tailed eagle carcasses between 2006 and 2013. In total, the four turbines killed 18 birds that flew into the blades over those six years, along with five willow ptarmigans that are known to collide with the turbine towers rather than the blades. (Another four turbines selected as a control group were responsible for seven bird deaths, excluding willow ptarmigans, over the same timeframe.) And so, in 2013, each of the four turbines in the test group had a single blade painted black. In the three years that followed, only six birds were found dead due to striking their turbine blades. By comparison, 18 bird deaths were recorded by the four control wind turbines -- a 71.9-percent reduction in the annual fatality rate. Digging into the data a little more showed some variation on bird deaths depending upon the season. During spring and autumn, fewer bird deaths were recorded at the painted turbines. But in summer, bird deaths actually increased at the painted turbines, and the authors note that the small number of turbines in the study and its relatively short duration both merit longer-term replication studies, both at Smola and elsewhere. The study has been published in the journal Ecology and Evolution.

A Chrome Feature is Creating Enormous Load on Global Root DNS Servers

An anonymous reader shares a report: The Chromium browser -- open source, upstream parent to both Google Chrome and the new Microsoft Edge -- is getting some serious negative attention for a well-intentioned feature that checks to see if a user's ISP is "hijacking" non-existent domain results. The Intranet Redirect Detector, which makes spurious queries for random "domains" statistically unlikely to exist, is responsible for roughly half of the total traffic the world's root DNS servers receive. Verisign engineer Matt Thomas wrote a lengthy APNIC blog post outlining the problem and defining its scope. DNS, or the Domain Name System, is how computers translate relatively memorable domain names like arstechnica.com into far less memorable IP addresses, like 3.128.236.93. Without DNS, the Internet couldn't exist in a human-usable form -- which means unnecessary load on its top-level infrastructure is a real problem. Loading a single modern webpage can require a dizzying number of DNS lookups. When we analyzed ESPN's front page, we counted 93 separate domain names -- from a.espncdn.com to z.motads.com -- which needed to be performed in order to fully load the page! In order to keep the load manageable for a lookup system that must service the entire world, DNS is designed as a many-stage hierarchy. At the top of this pyramid are the root servers -- each top-level domain, such as .com, has its own family of servers that are the ultimate authority for every domain beneath it. One step above those are the actual root servers, a.root-servers.net through m.root-servers.net.

Biogen Conference Likely Led To 20,000 COVID-19 Cases In Boston Area

schwit1 shares a report from The Boston Globe: A new study estimates the Biogen conference held at Boston's Marriott Long Wharf hotel in February played a far greater role in spreading the coronavirus than previously thought. The research team analyzed the genetic sequences of the virus that caused COVID-19 in the 772 patients, almost all from Essex, Middlesex, Norfolk, and Suffolk counties. By examining mutations in the genetic code that naturally occur as the virus makes copies of itself -- subtle changes that act like a passport stamp showing where the pathogen has been -- the sleuths identified more than 80 distinct SARS-CoV-2 genomes of viruses that infected the Boston area in the first five months of the year. Most of the viruses came from elsewhere in the United States and Western Europe, the scientists said. But one virus with a unique genetic signature had an outsize impact. Some 289 of the 772 patients, or more than a third, were infected with a virus traceable to the meeting held on Feb. 26-27 by Cambridge biotech Biogen. In a remarkable sign of how the virus can spread unpredictably and take a disproportionate toll on society's most vulnerable members, the 289 conference-related cases included 122 people living in Boston-area homeless shelters and employees who work there, the study says. It's unclear what path the virus took to get there. By multiplying the proportion of conference-related viral genomes in each of the four counties by the total number of coronavirus infections in Essex, Middlesex, Norfolk, and Suffolk, the scientists estimate that 20,000 infections could be linked to the Marriott event. The study never mentions Biogen by name. It simply refers to an "international business conference held in Boston from February 26-27." "We never would have knowingly put anyone at risk," it said in a statement. "When we learned a number of our colleagues were ill, we did not know the cause was COVID-19, but we immediately notified public health authorities and took steps to limit the spread."

Facebook Begins Ghosting the 'Oculus' Moniker In Its VR Division

Sam Machkovech writes via Ars Technica: Our "Facebookening of Oculus" series continues today with the announcement of the Facebook Connect conference as a free, live-streamed event on September 16. You may remember years of "Oculus Connect" conferences, which focused on the company's efforts in virtual reality and other "mixed reality" mediums. That conference is dead. It's Facebook Connect now. In a Tuesday announcement, Facebook exec Andrew Bosworth cited the company's broader product portfolio as a reason to expand its conference's definition beyond Oculus. To back that claim up, however, he only cited two Facebook products: Spark AR, the camera-software toolset used to identify faces and add silly effects and filters, and Portal, the company's webcam-chat hardware platform. Having attended many Oculus Connect conferences, I can safely say neither of those product lines received much focus (and attending VR-interested developers didn't express interest in it either). What's more, Facebook used the Tuesday announcement as an opportunity to rename its entire Oculus VR division: Facebook Reality Labs. That name may sound familiar, since it was given to a number of skunkworks teams working on experimental VR-like features and hardware (including years of focus on 3D spatial audio at its Seattle-area office). Facebook isn't shy about explaining why it is renaming everything: to collate and combine its disparate entities in order to "build the next computing platform to help people feel more present with each other, even when we're apart." That sure sounds like a bold admission of the so-called "Facebook operating system" that I keep hearing rumors about, with VR, mixed reality, and smartphone cameras at its core. Facebook has spent months hinting at mixed computing systems being combined in the workplace, which the company has conveniently summarized in a new Facebook Reality Labs post from today. "Much like Facebook's recent corporate rebranding, our emphasis is on clarity -- visually identifying us as a part of Facebook while looking toward the future of the next computing platform that puts people at the center," Bosworth writes in today's announcement. But I would argue that this smushing of seemingly unrelated products -- VR headsets, webcam chat platforms, funny-face filters, and the smorgasbord of social media content that is an average Facebook feed -- only serves to obfuscate what Facebook is trying to sell to consumers. Previously, you could expect to purchase an Oculus headset, then buy, download, and install preferred VR software (or even attach it to more open sales platforms like SteamVR and Windows Mixed Reality). As we've recently learned, that kind of "whatever software you want" freedom may not be in the cards for Oculus hardware much longer, since Facebook will soon start mandating Facebook logins for all brand-new hardware -- and I've previously predicted that new hardware will be a centerpiece of the company's next major VR event (which we now know is happening on September 16).

Man Sues Patent Office For Deciding an AI Can't Invent Things

An anonymous reader quotes a report from Motherboard: A computer scientist who created an artificial intelligence system capable of generating original inventions is suing the U.S. Patent and Trademark Office (USPTO) over its decision earlier this year to reject two patent applications which list the algorithmic system, known as DABUS, as the inventor. The lawsuit is the latest step in an effort by Stephen Thaler and an international group of lawyers and academics to win inventorship rights for non-human AI systems, a prospect that raises fundamental questions about what it means to be creative and also carries potentially paradigm-shifting implications for certain industries. In July 2019, Thaler filed two patent applications in the U.S. -- one for an adjustable food container, the other for an emergency beacon -- and listed the inventor as DABUS. He describes DABUS as a "creativity engine" composed of neural networks trained on a broad swath of data, and not designed to solve any particular problem. The USPTO rejected the applications, citing court decisions ruling that corporations, as opposed to individuals within corporations, cannot be legal inventors, and asserting that "conception -- the touchstone of inventorship -- must be performed by a natural person." British, German, and European Union patent regulators have also rejected Thaler's applications, decisions he has appealed. Petitions for DABUS-invented patents are still pending in China, Japan, India, and several other countries. In his suit, filed August 6 in the Eastern District of Virginia's federal court, Thaler argues (PDF) that the USPTO should instead adopt the principle laid out in a 1943 report from the National Patent Planning Commission, which helped reform the country's patent system into its modern form. The commission wrote, "patentability shall be determined objectively by the nature of the contribution to the advancement of the art, and not subjectively by the nature of the process by which the invention may have been accomplished." [...] "What we want is to have innovation. AI has been used to help generate innovation for decades and AI is getting better and better at doing these things, and people aren't." Ryan Abbott, a professor at the University of Surrey School of Law, who is representing Thaler in the suit, told Motherboard. "The law is not clear on whether you can have a patent if the AI does that sort of work, but if you can't protect inventions coming out of AI, you're going to under-produce them."

After 48 Years, Democrats Endorse Nuclear Energy In Platform

It took five decades, but the Democratic Party has finally changed its stance on nuclear energy. In its recently released party platform, the Democrats say they favor a "technology-neutral" approach that includes "all zero-carbon technologies, including hydroelectric power, geothermal, existing and advanced nuclear, and carbon capture and storage." Robert Bryce writes via Forbes: That statement marks the first time since 1972 that the Democratic Party has said anything positive in its platform about nuclear energy. The change in policy is good -- and long overdue -- news for the American nuclear-energy sector and for everyone concerned about climate change. The Democrats' new position means that for the first time since Richard Nixon was in the White House, both the Republican and Democratic parties are officially on record in support of nuclear energy. That's the good news. About a decade ago, a high-ranking official at the Department of Energy told me that a big problem with nuclear energy is that it needs bipartisan support in Congress. That wasn't happening, he said, because "Democrats are pro-government and anti-nuclear. Republicans are pro-nuclear and anti-government." That partisan divide is apparent in the polling data. A 2019 Gallup poll found that 65 percent of Republicans strongly favored nuclear energy but only 42 percent of Democrats did so. The last time the Democratic Party's platform contained a positive statement about nuclear energy was in 1972, when the party said it supported "greater research and development" into "unconventional energy sources" including solar, geothermal, and "a variety of nuclear power possibilities to design clean breeder fission and fusion techniques." Since then, the Democratic Party has either ignored or professed outright opposition to nuclear energy. In 2016, the party's platform said climate change "poses a real and urgent threat to our economy, our national security, and our children's health and futures." The platform contained 31 uses of the word "nuclear" including "nuclear proliferation," "nuclear weapon," and "nuclear annihilation." It did not contain a single mention of "nuclear energy." That stance reflected the orthodoxy of the climate activists and environmental groups who have dominated the Democratic Party's discussion on energy for decades. What changed the Democrats' stance on nuclear? I cannot claim any special knowledge about the drafting of the platform, but it appears that science and basic math finally won out. While vying for their party's nomination, two prominent Democratic presidential hopefuls -- Cory Booker and Andrew Yang -- both endorsed nuclear energy. In addition, Joe Biden's energy plan included a shout-out to nuclear.

Firefox Android Build That Caused Issues Is Working As Intended

Today, Mozilla launched the updated Firefox Android app with a version that many thought was a beta because it was full of bugs and UI issues. According to The Register, this was a deliberate software release and is the new version of Firefox for Android, which is set to hit the UK today, August 25, and the U.S. on the 27th. From the report: A Reg reader yesterday alerted us to an August 20 version bump that was causing so many problems, our tipster thought it was a beta that had gone seriously awry. "To sum it up, on 20th of August, Firefox 79 was unexpectedly forced on a large batch of Firefox 68 Android users without any warning, way to opt out or roll back," our reader reported. "A lot got broken in the process: the user interface, tabs, navigation, add-ons." Meanwhile, the Google Play store page for the completely free and open-source Firefox has a rash of one-star reviews echoing similar complaints: after the upgrade, little seemed to work as expected. "This is the worst 'upgrade' I've ever experienced," said netizen Martin Lindenmayer. "My main gripe is that there is no back button (to return to your previous page) anymore." What's happened is this: the last stable version of Firefox for Android was version 68, released in 2019. For over a year, Mozilla has been working on an overhaul of its browser in a project code-named Fenix. Moz has slowly rolled out the result of its work to netizens in preview and beta form -- and since the end of July, as a proper release: version 79. This new stable version is what appeared on people's devices. As well as changes to the user interface and many new features that have thrown some users, it is also missing support for all extensions. In fact, by last count, only nine add-ons are supported so far, though this is expected to increase over time. The browser has also adopted Mozilla's GeckoView engine. If you accidentally updated the app and would like to roll back the update, you won't be able to. Facial Recognition Designed To Detect Around Face Masks Is Failing, Study Finds

Many facial recognition companies have claimed they can identify people with pinpoint accuracy even while they're wearing face masks, but the latest results from a study show that the coverings are dramatically increasing error rates. CNET reports: In an update Tuesday, the US National Institute of Standards and Technology looked at 41 facial recognition algorithms submitted after the COVID-19 pandemic was declared in mid-March. Many of these algorithms were designed with face masks in mind, and claimed that they were still able to accurately identify people, even when half of their face was covered. In July, NIST released a report noting that face masks were thwarting regular facial recognition algorithms, with error rates ranging from 5% to 50%. NIST is widely considered the leading authority on facial recognition accuracy testing, and expected algorithms to improve on identifying people in face masks. That day has yet to come, as every algorithm experienced at least marginal increases in error rates once masks came into the picture. While some algorithms still had accuracy overall, like Chinese facial recognition company Dahua's algorithm error rate going from 0.3% without masks to 6% with masks, others had error rates that increased up to 99%. Rank One, a facial recognition provider used in cities like Detroit, had an error rate of 0.6% without masks, and a 34.5% error rate once masks were digitally applied. In May, the company started offering "periocular recognition," which claimed to be able to identify people just off their eyes and nose. TrueFace, which is used in schools and on Air Force bases, saw its algorithm error rate go from 0.9% to 34.8% once masks were added. The company's CEO, Shaun Moore, told CNN on Aug. 12 that its researchers were working on a better algorithm for detecting beyond masks.

Nicolas Rougier, a computational neuroscientist and programmer at INRIA, the French National Institute for Research in Digital Science and Technology in Bordeaux, writes: I organized with [Konrad Hinsen, a theoretical biophysicist at the French National Centre for Scientific Research (CNRS) in Orleans] the "Ten Years Reproducibility Challenge," whose goal was to check if researchers would be able to run their own code that has been published at least ten years ago (i.e. before 2010). Most participants managed to run it, but it was not without pain. Today, Nature published an article summarizing the different problems we encountered. I myself tried to re-run an Apple II program I wrote 32 years ago on a vintage Apple IIe. This was quite instructive, especially regarding modern software system with the dependencies hell.

Two European Cases of COVID-19 Reinfection Reported

Two patients were reinfected with the coronavirus in Europe, according to local broadcasters who confirmed the incidents with virologists. The Hill reports: The patients, one from Belgium and the other from the Netherlands, were confirmed to have been reinfected with COVID-19, Reuters reported. Marian Koopmans, a Dutch virologist, confirmed to broadcaster NOS that the patient from the Netherlands was elderly with a compromised immune system, but did not provide more details about the infection. Koopmans told NOS that in order for reinfection, a virus must change its genetic code. She added during the interview with the broadcaster that, given the veracity of the virus, recurrence of infection was to be expected. The second patient in Belgium was a woman who had contracted COVID-19 first in March and then a second time in June, Reuters reported. The woman, who was reported to be in her 50s, had a low level of coronavirus antibodies in her system, Belgian virologist Marc Van Ranst told broadcaster VRT. Like Koopmans, Van Ranst cited a genetic mutation of the virus that may have been the cause for reinfection. And whether or not the recurrence of infection will be more rampant in the community is still uncertain. Yesterday, researchers in Hong Kong reported the area's first confirmed reinfection of the virus, 4 1/2 months after the patient's initial infection.

A New Botnet Is Covertly Targeting Millions of Servers

An anonymous reader quotes a report from Wired: FritzFrog has been used to try and infiltrate government agencies, banks, telecom companies, and universities across the US and Europe. Researchers have found what they believe is a previously undiscovered botnet that uses unusually advanced measures to covertly target millions of servers around the world. The botnet uses proprietary software written from scratch to infect servers and corral them into a peer-to-peer network, researchers from security firm Guardicore Labs reported on Wednesday. Peer-to-peer (P2P) botnets distribute their administration among many infected nodes rather than relying on a control server to send commands and receive pilfered data. With no centralized server, the botnets are generally harder to spot and more difficult to shut down. The botnet, which Guardicore Labs researchers have named FritzFrog, has a host of other advanced features, including: In-memory payloads that never touch the disks of infected servers; At least 20 versions of the software binary since January; A sole focus on infecting secure shell, or SSH, servers that network administrators use to manage machines; The ability to backdoor infected servers; and A list of login credential combinations used to suss out weak login passwords that's more "extensive" than those in previously seen botnets. Taken together, the attributes indicate an above-average operator who has invested considerable resources to build a botnet that's effective, difficult to detect, and resilient to takedowns. The new code base -- combined with rapidly evolving versions and payloads that run only in memory -- make it hard for antivirus and other end-point protection to detect the malware. The botnet has so far succeeded in infecting 500 servers belonging to "well-known universities in the US and Europe, and a railway company."Once installed, the malicious payload can execute 30 commands, including those that run scripts and download databases, logs, or files. To evade firewalls and endpoint protection, attackers pipe commands over SSH to a netcat client on the infected machine. Netcat then connects to a "malware server." (Mention of this server suggests that the FritzFrog peer-to-peer structure may not be absolute. Or it's possible that the "malware server" is hosted on one of the infected machines, and not on a dedicated server. Guardicore Labs researchers weren't immediately available to clarify.)

Windows 95 Released a Quarter Century Ago

New submitter bondman writes: Windows 95 was released a full quarter century ago today, on August 24th, 1995. Long gone, nearly forgotten? I'm surprised to not have come across a retrospective article yet. I've linked to the Wikipedia article. As for me I still haven't grown to re-like The Rolling Stones "Start Me Up" yet. I got so sick of hearing it with all the pre-launch and post-launch hype, as the song was tied heavily to the Win 95 launch event. Microsoft paid the Stones a princely sum to use it. I still remember how exciting it was to see the full-length, full-screen video included on the installation CD-ROM, "Buddy Holly" by Weezer. Mind-blowing to watch a whole music video on your computer. Crappy resolution by our standards today, and a very limited palette to my memory. But as I said, amazing in the day. Windows 95 had many fans and many critics. At the time, I recall it as an exciting OS (or GUI on top of DOS, if you prefer). PC users were riveted to all the magazine and other media coverage pre-launch. I remember it fondly (with all the obligatory respect due Mac OS, the Amiga, and all the other early GUIs of course).

Salesforce To Join Dow Jones, Replacing Exxon, As Tech Rises, Energy Falls

Notably, Salesforce will replace Exxon on the DJIA (and Amgen and Honeywell will replace Pfizer and Raytheon), marking the end of Exxon's 92-year stay on the index. CNBC notes that Exxon's removal is a sign of the times, "as the company -- and energy sector broadly -- falters, a weakness made all the more apparent by strength in technology names." Analysts observe that "five tech stocks -- Apple, Microsoft, Amazon, Alphabet and Facebook -- are individually larger than the entire U.S. energy sector." But why is this change happening right now? It's apparently due to Apple's upcoming 4-for-1 stock split on August 31, which will significantly reduce the DJIA's exposure to the technology sector. "Basically Apple -- by itself -- took the technology [weighting] within the Dow down from 27.6% to 20.3%. It's a significant decline," Howard Silverblatt, senior index analyst at S&P Dow Jones Indices, told CNBC. "By adding Salesforce, you can come back to 23.1% of the Dow being in technology."

Israeli Phone Hacking Company 'Cellebrite' Sued To Stop Sales To Hong Kong

An anonymous reader quotes a report from MIT Technology Review: Human rights advocates filed a new court petition against the Israeli phone hacking company Cellebrite, urging Israel's Ministry of Defense to halt the firm's exports to Hong Kong where security forces have been using the technology in crackdowns against dissidents as China takes greater control of Hong Kong. In July, police court filings revealed that Cellebrite's phone hacking technology has been used to break into 4,000 phones of Hong Kong citizens, including prominent pro-democracy politician and activist Joshua Wong. He subsequently launched an online petition to end Cellebrite's sales to Hong Kong which gained 35,000 signatures. "Defense Ministry officials must immediately stop the export of the Cellebrite system which is used for infringement on privacy, deprivation of liberty and freedom of expression, and political incrimination of Hong Kong citizens under the new National Security Law," Wong wrote in a Facebook post urging Israel to stop the Cellebrite's exports to Hong Kong. Hong Kong activists say that Cellebrite's tech is "used to inflict terrorism on the city's residents and to attack demonstrators and pro-democracy activists." Israeli human rights advocates say exports to Hong Kong police should legally have stopped in 2019 when anti-democratic crackdowns grew dramatically. Now the Israeli petition in court aims to put legal and political pressure on the Tel Aviv-based technology firm. "I'm asking the Minister of Defense to stop the Cellebrite exports to Hong Kong," says Eitay Mack, the human rights lawyer who filed the petition in the district court in Tel Aviv. "I'm also saying that, as far as I know, they never got an export license. The Ministry of Defense needs to enforce the law from companies with licenses but also they need to do oversight on companies working without a license."

As Amazon signals its growth in India with its office in Hyderabad, its largest in the world, local business owners are pushing back. From a report: The austere building is hardly distinguishable in the landscape of glass and concrete buildings making up Asia's Silicon Valley, as Hyderabad, India, is known. It is one of Amazon's latest developments, the online retailer's largest office building in the world. With plans to cement its place as the center of gravity around which online retail revolves, Amazon has turned to India, the world's fastest-growing market for internet users. And it has picked Hyderabad, a city of nearly 10 million in India's south, as its base of operations there. But the project faces challenges, including pushback from local businesses and politicians. Hyderabad has emerged in a few short years as a technology and financial center and a beacon for young talent. The city, which saw the biggest surge in tech office space last year, is already a base in India for other multinational tech companies such as Facebook, Google, Microsoft and Apple, which spent $25 million for the development of its offices there. "Hyderabad is a known software tech talent center, and the government has been an enabler for us to have a campus this size," said Minari Shah, an Amazon spokeswoman. "This is an important confirmation of how India continues to be important to Amazon."

Google today launched Chrome 85 for Windows, Mac, Linux, Android, and iOS. Chrome 85 brings tab management changes, 10% faster page loads, PDF improvements, and a slew of developer features. From a report: Google is promising under-the-hood performance improvements with Chrome 85. You can expect two types of speed gains: Profile Guided Optimization, which delivers up to 10% faster page loads, and Tab Throttling, which helps reduce the impact of idle background tabs. The latter, however, is coming to the Beta channel meaning it's not yet ready. Profile Guided Optimization is a compiler optimization technique where the most performance-critical parts of the code can run faster. Profile Guided Optimization prioritizes the most common tasks using real usage scenarios that match the workflows of Chrome users around the world.

Microsoft's Transcribe in Word Gives Office 365 Subscribers 5 Hours of Transcription a Month

Last October, Microsoft unveiled a transcription feature -- Transcribe in Word -- that is designed to let users leverage the power of the cloud to transcribe audio. After nearly a year in development, Transcribe in Word is now generally available in U.S. English at no cost to existing Microsoft 365 subscribers. It will come to Android and iOS later this year. From a report: You could say Microsoft is late to the party -- speech-to-text is hardly novel, after all. But Microsoft project manager Dan Parish says the company is "uniquely positioned" to provide a one-stop shop for transcription. "You don't have to worry about fussing around with different Windows apps," he said during a briefing with reporters. "What we're trying to do with all of our investments in the natural user interface space -- whether they have touch or voice, you name it -- is enable everyone to work in the way that's best for them so that they can be more effective, they can spend less time and energy creating the best work, and they can really focus on what matters most." Microsoft 365 subscribers using Edge or Chrome will now see a Dictate menu under the Home tab when they create a new Word document from Office.com. Selecting Transcribe will start a recording, which can be paused at any time, while hitting the "Save and transcribe now" button will send the recording to the Azure cloud for transcription. Prerecorded files in .wav, .mp4, .m4a, and .mp3 formats can be uploaded via the new Upload audio option.

Africa Declared Free of Wild Polio in 'Milestone'

Africa has been declared free from wild polio by the independent body, the Africa Regional Certification Commission. From a report: Polio usually affects children under five, sometimes leading to irreversible paralysis. Death can occur when breathing muscles are affected. Twenty-five years ago thousands of children in Africa were paralysed by the virus. The disease is now only found in Afghanistan and Pakistan. There is no cure but the polio vaccine protects children for life. Nigeria is the last African country to be declared free from wild polio, having accounted for more than half of all global cases less than a decade ago.

Firefox Daylight For Android Arrives With Enhanced Tracking Protection, New UI

An anonymous reader writes: After more than a year of development, Mozilla today launched Firefox 79 for Android, branded Firefox Daylight. Like with Firefox 57 Quantum, Firefox Daylight gets its own name as it marks "a new beginning for our Android browser." The new version is "an entirely overhauled, faster, and more convenient product." Firefox Daylight includes Enhanced Tracking Protection on by default, a new user interface, Mozilla's own mobile browser engine GeckoView, and a slew of new features. Mozilla is rolling out the new Firefox for Android globally, starting in Germany, France, and the U.K. today, and North America starting August 27.
